New roads must be a real improvement. If they have adverse consequences, for example for residents or natural resources, road planners should identify measures and reserve funding to mitigate such consequences. Legal standards should be applied and procedures followed. In view of political decision-making, it should also be shown why the remaining adverse consequences cannot be avoided. Where legal standards are missing, a practice may develop of determining acceptable levels of environmental protection on a case-by-case basis.
