Road planners face three tasks that are strongly related to the region where a road is planned, which are also the three main modules of this window: they must take the regional environment and economy into consideration, and the must manage cooperation with other actors in the region. Underlying these three tasks is an analysis of the regional system. This leads to a mainstreaming of economic and environmental issues into road planning, as the figure illustrates:
The phases programming, identification, formulation, implementation and evaluation & audit are used on this website, although they are arbitrary and each country has its own planning and phasing system.
